If your goal is simply to archive MBOX emails as PDFs, Thunderbird is a good free option for a few messages. You can import the MBOX file and use Print → Save as PDF. The problem is that this becomes very time-consuming with large mailboxes, and attachments aren’t embedded into the PDF itself, so you often end up managing separate files.

For bulk archives, I’ve used the BitRecover MBOX to PDF Converter. It works offline, supports all major MBOX variants (Thunderbird, Apple Mail, Google Takeout, Eudora, Opera Mail, etc.), preserves attachments, headers, folder hierarchy, and formatting, and offers black & white PDF mode, multiple file naming options, and the ability to exclude email headers if you only need the message content. One feature I found particularly useful is that it can embed email attachments into the generated PDF, which keeps each email and its associated documents together in a single archive file.
